Montenegro (in Bordeaux)
Several times during wartime it happened that governments (or other exile groups) temporary issued stamps in foreign countries. Especially this was the case during both World Wars.
Norway (in London)
The Montenegrin government in exile in Bordeaux issued the first stamp above during the First World War. The second stamp was one of a set issued by the Norwegian government stationed in London during the Second World War (when peace finally was achieved this set was issued in whole of Norway).
